Russia’s Soft Diplomacy under the New Humanitarian Policy Document

The current transformations in the global system forced Russia to reconsider its movements and foreign policy. This has been evident in Putin’s signing the new Maritime Doctrine of the Russian Federation on 31 July, desiring to have a robust maritime fleet that aligns with Russia’s role on the international arena and protects its interests worldwide as well as the issuance of a decree on 5 September 2022 on the humanitarian policy of the Russian Federation abroad, which came into effect directly after its signing. So, what is meant by humanitarian policy as outlined in the Russian document? And what is the significance of its timing?
